Creative State 2028 builds on the foundations of the government’s previous two creative industries strategies, celebrates the extraordinary contribution and successes of Victoria’s creative sector, and outlines the opportunities and challenges ahead.

With partnership at its core, the strategy recognises the many ways the creative industries draw people, businesses and communities together, and the fundamental role of collaboration in the success of creative endeavours, careers, organisations and industries.

Creative State 2028 comprises four pillars:

  • First Peoples First: Strengthening Victoria’s First Peoples creative industries to embed practice and culture, grow the creative economy and connect Community and Country

  • Growing our creative community: Making creative experiences more equitable and inclusive for the benefit of more Victorians

  • Expanding our creative economy: Working with Victoria’s creative industries to fuel creative activity, strengthen our creative workforce and facilitate growth

  • An inspiring creative future: Build a strong, resilient and prosperous creative sector and promote the value of creativity for more Victorians

This strategy sets out directions that will be the focus of each pillar over the life of the strategy, as well as initial actions that will commence in the first 12 months. Where further opportunities and challenges arise, we will develop new actions guided by the framework.

The Public Galleries Association of Victoria (PGAV) acknowledges the Wurundjeri Woi-Wurrung people of the Kulin Nation as the Traditional Owners of the lands where our office is located, and all Traditional Owners of country throughout Victoria and Australia.
